How to sensationalize a headline

I saw this headline on Fox News today:

The linked story actually has this headline: "Iran Claims Full Control Over Making Nuclear Fuel." It describes how Iran is now able to rely on domestically-mined uranium for fuel in its nuclear program.

I could be ignorant, but I am certain that I have never heard the word "nukes" used to refer to fuel for nuclear power. As a matter of fact, every time I've heard the word "nukes," it has referred to nuclear weapons. Perhaps this front-page headline was a slip-up. But it seems to me that Fox is purposefully trying to insinuate that Iran's nuclear program is targeted at making nuclear weapons, in spite of the fact that the linked story has nothing to do with that.
